Construction Management, with or without risk
Construction Management is when a General Contractor gets involved in the project prior to the start of the construction phase. A CM will be hired during the design phase to provide services which will prove beneficial during the construction phase of the project. These services might include preliminary budgeting, constructability analysis, value engineering, fast-track scheduling, cost analysis versus material / system performance and work force availability. The work expected of the CM during the design phase is defined and any compensation for these services will be enumerated. The CM will provide budgets for the cost of the project as the design team moves through the different steps of the construction phase. As the design team finalizes the plans for the project, the CM will provide a final budget for construction at which time the construction phase commences. The CM can then proceed without risk, meaning the Owner will be responsible for all costs, regardless of whether they come in under or over budget. Or the CM can be at risk, meaning that he 'guarantees' that the project will not exceed the budget agreed upon.
